Dr. Powell is a graduate of the United States Naval Academy and completed his surgical residency at the University of California, Davis - East Bay.

He has completed extensive postgraduate training accredited by the American College of Surgeons, the American Academy of Cosmetic Surgery, the American College of Phlebotomy, the International Vein Congress, the American Society of Cosmetic Breast Surgery, and the American Society of Laser Medicine and Surgery.

Dr. Powell is a founder of the Cardiff Medical Spa and extremely dedicated to both his patients and the field of cosmetic medical and surgical practice.
